10/27/2015 - 16:00 - 17:00
Language:
Virtual session will held in English, October 27, 2015. Time: 4pm – 5pm (Ulaanbaatar/Beijing, UTC+8).
On October 27, the socialprotection.org platform, created with a view to facilitating knowledge exchange about social protection policies and programs between low and middle income countries, will present the third Webinar of the series The Child Allowances: “Mongolia’s Universal Child Allowance Programme”.
The Mongolian Child Money Programme is a particularly interesting case, being the first universal child allowance programme in the developing world. So far only a few OECD countries have introduced child grants with universal coverage, while developing countries have mainly opted for targeting their programmes to the poorest parts of the population. Since 2005, when the CMP was introduced, Mongolia has gradually moved from a targeted and conditional to a universal and unconditional approach.
The webinar will present first-hand insights on the Mongolian experience with the CMP, and in particular why the programme was universalized. Furthermore, the programme’s financing, institutional framework and impacts will be presented in more detail, as well as future plans for its development and improvement.
4-4.30pm – Presenter: Lakhagvasuren Munkhzul (Director of Social Protection Department in the Ministry of Population Development and Social Protection, Mongolia)
4.30-4.45pm – Discussant: Bjorn Gelders (Senior Social Policy Specialist at Development Pathways)
4.45-5pm – Questions from the audience
Moderator: Judith Bruno (Deputy Representative at UNICEF Mongolia)
